An Orangevale man was arrested Tuesday in Roseville after he was accused of photographing underage girls without their knowledge at a fast-food restaurant.
Police were called after people at the restaurant noticed a man acting in a suspicious manner. Officers contacted the man, identified as 54-year-old Frank Robert Winslow, while he was in his vehicle in the restaurant parking lot.
With Winslow’s consent, officers searched his vehicle and found sufficient evidence to arrest him on suspicion of annoying children younger than 18 years old, a misdemeanor, according to a Roseville Police Department news release.
Officers also searched Winslow’s home, where they collected further evidence. Winslow was booked into Placer County Jail and is being held in lieu of $200,000 bail.

Police said they strongly encourage people to report suspicious activity, noting that the actions of restaurant patrons led to the arrest and further investigation in this case.
