A woman spotted a trash bag that appeared to be moving on the side of a Georgia road on Sunday. When she stopped to check it out and untied the bag, she found a dog inside, according to KPTV.

The dog, Perci, was in major need of help. He was covered in maggots and flies, and his fur was severely matted, according to WXIA.

The woman took the dog to Fulton County Animal Services in Atlanta, and he was transported to an emergency veterinarian, according a Facebook post by LifeLine Animal Project.

The shelter also contacted Second Chance Rescue NYC Dogs, which took Perci in and covered his medical expenses, the post said.

Rescuers think Perci will need multiple limbs amputated but are still waiting on the results of X-rays and blood tests, according to WXIA.

LifeLine Animal Project’s enforcement officers are investigating the case, according to the group’s Facebook post.
