The monthly average number of state employees has fallen by more than 5 percent during Gov. Jerry Brown’s third term in office, reflecting how years of budget pressure, accelerated retirements, furloughs and hiring freezes squeezed the civil service.
State Controller’s Office data analyzed by The Bee show that the government employed, on average, 218,360 workers each month in 2013. That was down from a monthly average 231,032 employees in 2011.
The figures include full-time, part-time and intermittent employees whose positions are tracked in the controller’s database. They do not include California State University or University of California employees.
