Men outnumber women almost three to one on California's city councils and boards of supervisors, according to a report released today by GrassrootsLab, a public affairs firm.
California's statewide leaders and legislative officials usually start their political careers at the local level. Since women are underrepresented in local government, the figures suggest, they will continue to be underrepresented in state government for years to come.
One exception to this pattern: Women are nearly equally represented on local school boards.
