ORCHARD PARK, N.Y. -- Winds gusting at 15 mph -- and perhaps a little rain -- will greet Colin Kaepernick in his first start since Nov. 1. There also promise to be plenty of boos from Bills fans, who plan to sing the National Anthem throughout the game.

Kaepernick’s start will coincide with some other, more minor changes on offense. Receiver Keshawn Martin is active for the first time this season, meaning all six receivers are active for the game. Tight end Blake Bell, who was not on the injury report, is inactive for the first time this season. The team’s active tight ends are: Garrett Celek, Vance McDonald and Je’Ron Hamm.

At right guard, both Andrew Tiller and Joshua Garnett have gotten snaps with the first-team offense. The 49ers, however, did not announce a lineup change there.

On defense, safety Jaquiski Tartt (quad) will not play. That means the only backup safety is Marcus Cromartie. Cornerback Jimmie Ward (quad) misses his third straight game. He said he about one or two weeks away from returning to the field.

Meanwhile, ESPN reported more details of Kaepernick’s restructured contract. It includes a $7.5 million insurance policy that would pay him that amount if he suffers an injury that prevents him from playing next year. The deal also includes an incentive whereby Kaepernick collects an extra $1 million if he plays 50 percent of the team’s snaps in 2016 from this point forward.

Other aspects of the deal -- that Kaepernick can opt out after this season and his $2 million roster bonus this season being guaranteed -- were previously reported. The quarterback’s previous deal would have paid him $14.5 million in the event of injury.
