Chain grocery store clears city council hurdle, inches closer to location in west Roseville

The Roseville City Council voted unanimously to move ahead with the plan to add a Grocery Outlet store in west Roseville, denying an appeal to halt it.

The project will include a 16,000-square-foot grocery store with 116 parking spaces at 1751 Pleasant Grove Blvd. between Fiddyment Road and Sun City Boulevard.

The city’s Planning Commission approved the project in May in a 6-0 vote, but later received an appeal from a representative of Protect Our Roseville Neighborhoods, a neighborhood association.

The appeal expressed concern that the addition of the grocery store and nearby fast food restaurants would bring increased traffic and noise pollution in the area. The association also alleged that the new store didn’t abide by the city’s zoning standards, among other issues.

Ultimately, city staff disagreed with the appeal, saying the issues raised were “not valid,” meeting documents said.

“Staff recommends that the City Council deny the appeal, upholding the Planning Commission’s action,” according to a recommendation submitted to the City Council for the July 19 meeting.

City Council discussed the item for more than an hour and heard nearly 30 minutes of public comment on the issue. In a 4-0 vote, they approved the design review permit for two buildings at the site, including Grocery Outlet. Vice Mayor Krista Bernasconi was absent from the meeting.

City Councilwoman Pauline Roccucci, who presents the city’s historic core, said she was glad that Grocery Outlet was coming to the West Roseville neighborhood, bringing much-needed shopping to a growing part of the city that had had few amenities for a long time.

“Growth brings good things and it brings challenges we need to work through,” she said.
