New $119.2 million affordable housing community opens in west Roseville
Hundreds of new affordable housing units came online Wednesday in west Roseville with the opening of a $119.2 million development.
The project includes 284 apartments across two sites located a half mile apart at 3440 Westbrook Blvd. and 1040 Lower Bank Drive.
Terracina at Winding Creek is available to households that earn 30% to 70% of the median income for Placer County, ranging from about $27,000 for a single person to more than $100,000 for a six-person household.
At opening, 48 apartments were available for lease.
Rents start at $670 for a one-bedroom unit for residents earning 30% of the median income and reach $2,265 for a three-bedroom unit for households at 70% of the median income.
About 90% of the units are two- or three-bedroom apartments, aimed at addressing the shortage of affordable housing in south Placer County.
The community includes a clubhouse, courtyard for barbecues and picnics, fitness center, pet area, playground and laundry facilities. The complex has 450 parking spaces, including EV charging stations.
Mayor Krista Bernasconi said the project was made possible through community partnerships and planning.
“The opening of Terracina at Winding Creek represents meaningful progress of bringing nearly 300 new homes online and helping meet the diverse housing needs of our growing community,” Bernasconi said.
The project was developed through a partnership among the city of Roseville, J.P. Morgan, Anthem Properties, WNC Inc. and USA Properties Fund.
Geoff Brown, president of USA Properties Fund, said west Roseville has become a vibrant, family-friendly community.
“Terracina at Winding Creek offers affordable, quality housing and provides lower-income residents the opportunity to enjoy everything that Roseville has to offer, from top-notch schools to dozens of parks and lots of recreation opportunities,” he said.
Brown said affordable housing can have a life-changing impact on residents.
“It brings people together and builds stronger, more stable communities,” he said.
