Affordable senior housing project breaks ground near Sierra College in Rocklin
A new affordable apartment community for residents ages 55 and older broke ground last week near Sierra College in Rocklin.
The Rocklin City Council approved a $2.23 million loan in May to help finance The Steven, a 180-unit affordable housing project on Rocklin Road between El Don Drive and Sierra College Boulevard.
The development will include 178 one- and two-bedroom apartments and two manager units on 7.3 acres. Monthly rents are expected to range from about $650 to $1,850.
Apartments will be reserved for residents ages 55 and older who earn between 30% and 70% of the area’s median income.
After breaking ground on June 17, developer USA Properties Fund said it expects construction to be completed in early 2028. Leasing is expected to begin in late 2027.
The Steven was named after Steven Gall, a longtime USA Properties Fund executive and affordable housing advocate. Gall helped develop about 35 affordable apartment communities throughout the Sacramento region. He began work on The Steven before retiring in December 2024 and died unexpectedly three months later.
Planned amenities include a swimming pool, fitness room, dog park, clubhouse and two landscaped courtyards with walking paths.
Residents also will have access to support services through the J.B. Brown Fund and LifeSteps, a nonprofit organization that helps seniors connect with housing-related resources.
