Update: More than 140 Sacramento restaurants opening for dine-in service. Here’s the list
The state’s list of suggestions and requirements for California restaurants to seat customers once again spans 12 pages and 99 bullet points. Yet after receiving a tentative approval earlier this week, a handful of Sacramento County restaurants say they’ll be ready to go Friday.
Sacramento County is expected to move deeper into Phase 2 of Gov. Gavin Newsom’s four-phase plan Friday, allowing area restaurants to seat customers indoors and outdoors over Memorial Day weekend. County health director Peter Beilenson said Tuesday he plans to publish a new order Friday detailing requirements for restaurants and shopping malls to reopen.
Sacramento County restaurants have exclusively served meals to-go since the statewide shelter-in-place order to minimize the coronavirus’ spread took effect in mid-March. Newsom began allowing counties with low coronavirus infection rates and robust tracking capabilities to move further into Phase 2 last Tuesday, then eliminated the requirement of 14 days with no COVID-19 deaths on Monday, giving Sacramento and Yolo counties a better chance at reopening.
Restaurants that open should space parties six feet apart, frequently sanitize all hard surfaces, equip all front-of-house employees with masks and follow a number of other safety protocols, according to the state guidelines. A trip to Brookfields Restaurant in Roseville last week showed mixed adherence to the new rules: waiters washed their hands every 20 minutes and only delivered single-use condiment containers, but customers weren’t screened for COVID-19 symptoms at the door or asked to wear masks when not eating or drinking.
The following restaurants and breweries plan to open Memorial Day weekend, assuming they can meet the county’s new guidelines. This list will be updated through the weekend; please email begel+covid@sacbee.com with names of additional openings.

Partners in several other restaurants including Allora, Cafe Bernardo, Camden Spit + Larder, Giusti’s and KoJa Kitchen said they plan to wait and see what Beilenson says Friday and how the first few competitors fare before moving ahead. Southern cooking hotspot South would take longer, owner N’Gina Guyton said.
“We won’t reopen the dining room until this whole thing is over,” Guyton wrote in a text message. “Our dining room floor is too small to accommodate takeout and (dining in) at a safe distance that makes customers and staff feel safe and comfortable.”
Twenty-five of California’s 58 counties including Placer, El Dorado, Amador and Nevada have been approved to reopen certain brick-and-mortar aspects of their economies including dine-in seating. Sacramento County is the most populous to get the all-clear so far.
Most reopened restaurants have had to cut their occupancy by about half to space parties six feet apart. The City of Sacramento gave downtown and midtown restaurants permission last week to set tables on sidewalks, in parking lots and even in some streets upon reopening.
