THE LARGEST PRISON GUARD CADET CLASS IN THREE YEARS GRADUATED THIS MORNING FROM THE STATE'S CORRECTIONAL TRAINING FACILITY IN GALT, A CITY ABOUT 20 MILES SOUTH OF SACRAMENTO. THE CADETS HAVE BEEN ASSIGNED TO THEIR NEW JOBS, AND WILL REPORT TO WORK ON MONDAY.

LIVE: THE CALIFORNIA HIGHWAY PATROL IS 131 OFFICERS LARGER TODAY. TODAY'S GRADUATION FROM THE ACADEMY IN WEST SACRAMENTO IS THE SECOND SINCE THE C-H-P'S FIRST MAJOR EXPANSION IN 40 YEARS.

THE 131 GRADUATES SPENT 27 WEEKS AT THE ACADEMY UNDERGOING FIRST AID AND FIRE ARMS TRAINING, AND LEARNING THE STATE'S VEHICLE, HEALTH AND SAFETY CODES. AMONG TODAY'S GRADUATES ARE IDENTICAL TWINS FROM THE MODESTO AREA. GERARDO AND FABIO SERRATO WILL BE SEPARATED FOR THE FIRST TIME WHEN THEY RECEIVE THEIR ASSIGNMENTS. IT ALSO INCLUDES KACI LUTZ WHO SERVED AS A HELICOPTER PILOT FOR THE ARMY IN IRAQ. SHE WILL JOIN HER HUSBAND IN THE PATROL'S MONTEREY OFFICE.

FOR THE FIRST TIME, TREASURER BILL LOCKYER IS ADVERTISING ON THE RADIO AND HAS LAUNCHED A WEBSITE TO PROMOTE THE SALE OF BONDS TO THE GENERAL PUBLIC FOR TWO DAYS BEFORE THEY BECOME AVAILABLE TO BROKERAGE FIRMS.

WITHOUT GOOD SOLID MANAGEMENT, I HOLD MANAGEMENT ACCOUNTABLE, I THINK THAT'S WHERE THE ANSWER LIES IS TO FORCE THE MANAGEMENT THROUGH VARIOUS MECHANISMS TO MANAGE THE SYSTEM. HIRE, THE RIGHT PEOPLE, WATCH WHAT THEY'RE DOING. MAKING SURE THEY'RE DELIVERING APPROPRIATE SERVICES AND NOT ENGAGING IN INAPPROPRIATE OR ILLEGAL ACTIVITIES."

INFO: THE BUREAU OF RECLAMATION THIS AFTERNOON ANNOUNCED INCREASED RELEASES OF WATER FROM FOLSOM AND SHASTA STARTING TODAY. THIS IS IN ANTICIPATION OF INCREASING THE AMOUNT OF WATER PUMPED FROM THE SACRAMENTO-SAN JOAQUIN RIVER DELTA TO THE SOUTH SAN FRANCISCO BAY AREA (SANTA CLARA VALLEY WATER DISTRICT) AND WESTERN CENTRAL VALLEY CITIES AND FARMS FROM TRACY TO COALINGA. THOSE INCREASES IN PUMPING ARE EXPECTED EARLY NEXT WEEK AND WATER RELEASED BEGINNING AT FOUR THIS AFTERNOON FROM KESWICK DAM AND 6 THIS EVENING FROM NIMBUS WILL ACCOMMODATE THE INCREASED PUMPING. THE FEDERAL PUMPS HAVE NOT SNARED ANY SMELT SINCE WEDNESDAY, AND THE TEMPERATURES IN THE AREA ARE TOO HOT FOR SMELT TO SURVIVE. THE FISH ARE ALSO PRESUMED TO HAVE MIGRATED WEST OF THE PUMPS AND WOULD NOT BE ENDANGERED ACCORDING TO RECLAMATION. THE SMELT ARE AN ENDANGERED SPECIES AND THE STATE PUMPS HAD BEEN SHUT FOR 10 DAYS TO ENSURE THEY WOULDN'T BE TRAPPED IN THE PUMPS.
