Newsom on Thursday is expected to lay out in further detail guidelines for retail businesses to reopen as early as Friday. Businesses such as clothes and book stores will be allowed to reopen with curbside service and other modifications, as part of Phase 2 of California’s economic reopening, Newsom has said.
