How many of the region’s cities are led by women?

The upper echelons of city government in the Sacramento region remain boys’ clubs, even as women advance more often to leadership positions in the private sector.

City managers run the day-to-day operations in each of the region’s 18 cities. Sixteen of those city managers are men. The only exceptions are Elk Grove City Manager Laura Gill and Loomis Interim Town Manager Joan Phillipe, according to city websites.

Mayors lead the city councils that set broad policy for cities in the region. Sixteen of the 18 mayors in the region are men. The exceptions are Marylou Powers in Galt and Susan Rohan in Roseville.

The highest-paid employee in each of the region’s cities often earns $200,000 or more. Sixteen of the highest-paid employees in each of the region’s 18 cities during 2015 were men. The only exceptions were Elk Grove and Isleton, according to a Bee review of city payroll data.

Beyond city administration, the highest-paid city employees tend to be police officers and firefighters earning overtime. Those professions are dominated by men.

In Sacramento, 89 of the 100 highest-paid city employees during 2016 were men, according to the latest city data.

Sacramento will soon hire a diversity and equity manager who will be tasked with improving the city’s hiring, retention and advancement of women and minorities.

The new manager, whose hiring was championed by Councilwoman Angelique Ashby, is tasked with ensuring that all employees have equal access to jobs and soft benefits like mentoring and travel opportunities that help employees advance.
