Where do most of Sacramento 311 calls about the homeless come from? We map it.

Residents and businesses made an average of about 175 reports a day — roughly one report every eight minutes — to the city of Sacramento’s 311 customer service portal related to homelessness during the last 12 months, city data show.

The city encourages residents with concerns or complaints about the homeless to call or make an online report to 311. Calls are most often about homeless encampments, trash, blocked sidewalks, activity near schools or problems at city parks and trails. Depending on the nature of the call, the city often deploys members of its incident management team or it refers the call to community-based partners like the Hope Cooperative.

Residents and businesses made about 124,000 reports to 311 related to homelessness from January 2022 through mid-August 2024. City data contains information about the neighborhood where roughly 95% of those calls came from, making it possible to see where calls originate most often.

To compare neighborhoods of different sizes to each other, The Bee calculated the number of calls per 10 acres in each neighborhood during the last two-and-a-half years.

Broadly, reports to 311 related to homelessness were most concentrated around downtown, Oak Park and Old North Sacramento.

The Mansion Flats neighborhood was the epicenter for 311 calls related to homelessness. The small community, which covers about one-fifth of a square mile and is home to about 2,000 people, is just north of downtown, near many services for the unhoused.

Mansion Flats saw about 3,400 reports to 311 related to homelessness from January 2022 through mid-August 2024, or about 260 calls per 10 acres.

Other neighborhoods with a high concentration of 311 calls related to homelessness included Noralto, Boulevard Park, Alhambra Triangle and Alkali Flat.

Calls were rare in North Natomas, the Pocket/Greenhaven area, and Meadowview.
