Affordable townhomes and apartments are planned for this vacant Sacramento lot

Developers are planning to build affordable townhomes and apartments on a vacant lot in south Sacramento.

Habitat for Humanity of Greater Sacramento is planning to build 23 townhomes at a vacant 5-acre lot at 2900 Wah Ave., near the Florin light rail station in the Woodbine neighborhood, according to a city webpage. The townhomes range from two to four bedrooms.

Another agency is planning to also build a multifamily apartment project on the other half of the site, said Josh Venzor, senior designer at Mogavero Architects, the firm that applied to the city earlier this week for the townhomes.

The multifamily project will be four stories with 100 units, said Steven Root, a spokesperson for Mutual Housing California, the developer for that part. Construction is slated to start in early 2027, pending full funding.

It’s unclear when construction on the townhomes would start, Venzor said.

The townhomes will be available to families who earn between the 30% to 80% of area median income, Venzor said. That means a family of four can have an income of up to $102,900 in order to qualify, according to U.S. Housing and Urban Development income limits for 2025 for the Sacramento area.

The apartments will be available for those making between 30% and 60% area median income, Root said.

The townhome project will require city staff approval, but not approval from the Planning and Design Commission or City Council, said Kelli Trapani, a city spokesperson.

Habitat for Humanity recently built homes at 10 vacant lots in Oak Park, just north of this site.
