Construction has officially begun on the new North Sacramento-Hagginwood Library, a $10 million project that will quadruple the branch’s size and transform a historic Del Paso Boulevard building into a modern community hub.

The library, currently housed in a 4,000-square-foot building at 2109 Del Paso Blvd., will relocate to 1124 Del Paso Blvd., the former Sacramento News & Review headquarters. The new location is more than four times larger and is set to open in mid-2027.

“(The current) library has not been able to provide the same services as others,” Coyl said. “So equitably, this space is going to be able to provide those community rooms or study rooms that other libraries have.”

The project includes a full interior renovation, updated systems, structural upgrades, landscaping and preservation of both a large oak tree and exterior murals. Inside, the facility will feature a main library area with dedicated zones for children, teens and adults, as well as meeting rooms, a makerspace, a community event room and expanded restrooms. A Friends of the Library room will also be added, the city said in a news release.

“This is going to be an opportunity for the community to have a modern library that really serves them,” Coyl said.

The Sacramento City Council approved the construction contract in October, following its 2021 purchase of the building for $3 million. The site served as a grocery store from 1947 to 1982, later housed IMG Home during a wave of Del Paso corridor revitalization in the 1990s. It was transformed again when it became SN&R’s headquarters in 2009 before the paper vacated in 2020.

Due to a lack of funds, the city delayed developing the library, spokesperson Gabby Miller told The Bee in October. The project is now funded through Measure U tax revenue and grant support.

Ezra Roati, a senior architect with the city’s Department of Public Works, said the design reflects “years of community feedback,” including input from city residents, council offices and the Library Authority.

“From flexible community rooms to technology-rich learning spaces, this building reflects what the community told us,” Roati said in a news release.

Sacramento City Councilmember Roger Dickinson, who represents North Sacramento, called the new library an “important milestone” for the area.

“This project isn’t just about building a library — it’s about strengthening the heart of our community and creating a welcoming space where every resident can grow, discover and thrive,” Dickinson said in a news release.

Construction is expected to continue through winter 2026, followed by library move-in and preparations in early 2027. The facility is slated to open ahead of its June 2027 grant deadline.

PBK Architects is overseeing design and construction administration, according to the city. Otto Construction is serving as general contractor, with O’Connor Construction Management supporting project operations.
