An assistant city manager is no longer with the city of Sacramento.

Michael Jasso was one of just four assistant city managers, a powerful position directly reporting to City Manager Maraskeshia Smith. Smith sits at the top of City Hall’s hierarchy along with the mayor. A city spokesperson confirmed Jasso is no longer employed by the city.

Jasso came to Sacramento from Chicago, where he oversaw the bureau of economic development for Cook County, Illinois. Then-City Manager Howard Chan hired Jasso in 2018.

For the past three years, a budget crisis has battered Sacramento. Sacramento Mayor Kevin McCarty has said generating local growth is vital to climb out of the red.

The city is facing layoffs this year as its expenses exceed revenues. Finance Director Pete Colleto has said increased homelessness spending, higher labor costs, inflation and retirement liabilities are weighing on the budget.

Budgetary shortfalls have beset other large cities such as San Francisco and Los Angeles.

Along with overseeing Sacramento economic development, Jasso also supervised animal care services, code enforcement and the city’s cultural services.

The city of Evanston in Illinois selected in 2022 Jasso as the finalist for its city manager position, according to The Daily Northwestern. He was not ultimately hired.

Jasso made $303,434 in 2024 in total pay, according to Transparent California.

Jasso’s last day with Sacramento was March 24, said city spokesperson Jennifer Singer. Jasso declined to comment
