Who were the highest paid city of Folsom employees last year?
Former Folsom City Manager Elaine Andersen was the city’s highest-paid employee last year, but three fire division chiefs earned more than both the police chief and city attorney.
Andersen, who retired in December 2024 after about six years in the post, was included in the city’s list of employee wages for 2025. Her total wages were $359,528, including $44,623 from cashed-out leave balances, according to a document The Sacramento Bee received through a California Public Records Act request.
Bryan Whitemyer began his role as city manager in March 2025, earning a base salary of $310,000. The Folsom City Council in March of this year voted to give a raise to Whitemyer that would increase his annual salary to $332,072.
After Andersen, the second-highest-paid employee was Chad M. Wilson, a fire division chief who also retired last year. His total wages were $308,314, including $24,010 in leave cash-outs, and $57,462 in overtime.
The third- and fourth-highest-paid employees were also fire division chiefs, Mark Piacentini and Matthew J. McGee. They did not retire, but their total wages were $340,643 and $308,314, including $60,591 and $53,934 in overtime, respectively.
Those overtime totals were far lower than in the city of Sacramento, where one fire battalion chief earned over $365,000 in overtime in 2025, making him the highest-paid employee in the city last year.
Police Chief Richard Hillman and City Attorney Steven Wang ranked eighth and ninth in total pay, respectively.
