Long-awaited Placer Parkway project moves from planning to construction
Construction has begun on Placer Parkway, a long-planned transportation project that will extend Highway 65 west and create a new connection to Highway 99.
When completed, the roughly 15-mile expressway will link Highway 65 in western Placer County with state highways 70 and 99 in southern Sutter County. The new route is expected to improve access to Interstate 5, downtown Sacramento and Sacramento International Airport.
Phase 1 includes upgrades to the Highway 65/Whitney Ranch Parkway interchange, including new ramps and a widened six-lane overcrossing. Crews will also build a new four-lane roadway connecting Highway 65 to Foothills Boulevard, construct a grade-separated crossing over the Union Pacific Railroad tracks, and widen Whitney Ranch Parkway to six lanes.
Placer County officials estimate Phase 1 will cost about $90 million, including approximately $61.6 million for construction.
Funding comes from South Placer Regional Transportation Authority development fees, contributions from the United Auburn Indian Community, Placer County Water Agency funds and county general fund advances. Officials said the county’s share will be repaid through future development fees.
Rocklin Mayor David Bass called the project an important investment for one of the city’s fastest-growing areas.
“We appreciate Placer County’s leadership in advancing this project, which will improve access for our residents, businesses and visitors,” Bass said. “With Nugget Market now open at the Whitney Ranch Retail Center and additional commercial development planned, strong transportation infrastructure is essential to supporting continued economic growth and ensuring the area remains a convenient destination for the community.”
Placer County Supervisor and board Chair Shanti Landon said the project marks an important milestone after decades of planning.
“Awarding this contract moves us from planning to construction and brings us closer to relieving congestion, improving safety and supporting economic growth in western Placer County,” Landon said.
Officials expect the project to be completed by the end of 2028 or in early 2029.
