The name of the man whose body was found over the weekend on northbound Highway 99 near Florin Road has been released by the Sacramento County Coroner’s Office.
He was identified as Joe Rout, 67, of Red Bluff.
Rout’s body had apparently been hit by one or more vehicles and was mangled, indicating he had been dragged along the pavement, said CHP spokesman Officer Michael Bradley.
CHP officers were sent to the scene about 6 a.m. Saturday when dispatchers received a report of a possible dead animal at that location. When officers arrived, they found Rout’s body, Bradley said.
