A Fair Oaks man is in jail fallowing a fatal crash early Monday.
The single-vehicle crash occurred about 1:45 a.m. as Philip Michael Horch, 31, was driving a 2000 Dodge Stratus northbound on San Juan Avenue, just south of Palm Avenue in Fair Oaks. California Highway Patrol spokesman Officer Chad Hertzell said Horch for some reason allowed the vehicle to drift onto the right shoulder, where it hit a tree.
Horch and his female passenger were taken to Mercy San Juan Medical Center, where the passenger was pronounced dead. The Sacramento County Coroner’s Office identified the woman as Heather R. Barnett, 29, of Elk Grove. Hertzell said CHP investigators believe Barnett was not wearing a seat belt.
He said Horch was arrested after he was treated at the hospital.

According to Sacramento County Jail online records, Horch was booked on suspicion of gross vehicular manslaughter while intoxicated, driving under the influence of any drug causing injury or death and violation of probation. He is to appear in court Thursday.
