Rocklin man accused of annoying young girls at park

Rocklin police have arrested a 57-year-old man accused of annoying children in a park.

Police received a 911 call about 3 p.m. Thursday from a juvenile at Breen Park, who said she and her friends had been approached several times by a man who was not wearing a shirt and was riding a bike in the park. The girl said the man was asking inappropriate questions and directing comments toward the girls, according to a Police Department news release.

Officers found Julio Richard Ruggiero of Rocklin in a nearby neighborhood. Police said he was found to possessing binoculars, methamphetamine and drug paraphernalia. Based on his alleged comments to the girls, he was arrested on suspicion of annoying a child, as well as being in possession of a controlled substance and narcotics paraphernalia.

Ruggiero was booked into Placer County Jail with bail set at $15,000.
