Man trying to tie his shoes in road is hit by SUV, breaking both legs, according to CHP

A Shasta County resident who stopped in the street to tie his shoes was struck by an SUV and broke both his legs, the California Highway Patrol reported Sunday.

Robert Franklin, 31, was crossing Riverland Drive in Redding about 10 p.m. Saturday when he began trying to tie his shoes. He was struck by a 2003 Chevy Trailblazer, CHP spokesman Jason Morton said.

Franklin suffered two broken legs, but was found at fault after a witness described what happened. Morton said.

The driver, Tamia Wilcox, 29, of Redding, was headed northbound and adhering to the speed limit, according to the CHP.

Wilcox also cleared sobriety tests; Morton says that Franklin’s results are pending.
