Clerk of Northern California town arrested again — he faces child porn, rape charges

The clerk of a small far Northern California city is facing rape and child pornography charges following a nine-month investigation, police said.

Police in the Siskiyou County city of Mount Shasta arrested Arthur Franklin Timothy Boyd, 39, on Friday, according to a department Facebook post.

He’s being held in the Siskiyou County jail on two counts of rape by force and fear and one count of possessing child pornography.

He remained in jail Sunday. His bond was set at $205,000.

It was the second time Boyd had been arrested this year. He was released from jail earlier this spring after police arrested him following a search of a computer and his Mount Shasta home. Boyd had “approximately 200 photographs depicting children of different ages engaged in a variety of sexual activity,” police said on Facebook in April.

“Based on the information located at the search of Boyd’s residence, it is believed there are possibly unnamed victims of sexual assault(s) and/or illicit contacts with minors, committed by Boyd,” police said at the time.

Boyd’s LinkedIn profile lists him as volunteering for several years for a local Boy Scout troop. He held the position of the troop’s local committee chair from July 2019 to September 2021, according to his LinkedIn profile. Police haven’t identified Boyd’s relationships with his alleged victim or victims.

Boyd was hired as clerk of Yreka in December 2020 after working for Siskiyou County for several years. Yreka is the Siskiyou County seat.

“I continuously strive to personally grow and to improve our community through my work and volunteer opportunities,” Boyd told The Mount Shasta Herald newspaper in February 2021. “This position as city clerk helps me work towards these goals. It is a joy working for the city of Yreka and I want to strengthen our municipality — which my kids and the children of this community will one day inherit.”

Yreka officials told local media outlets this spring that Boyd had since been placed on administrative leave pending an internal investigation.

Yreka, population 7,589, is located about 230 miles north of Sacramento, along the Oregon border.
