David Thomas Collins, 38, of Sacramento was booked at the Sacramento County Mail Jail. He remained in custody Wednesday afternoon and faces charges of oral copulation with a minor and penetration by foreign object with a minor victim, jail records show.

Collins was being held in custody without bail. He is scheduled to appear for his arraignment hearing Friday afternoon in Sacramento Superior Court.

The victim in this investigation was a minor and attended the same school where the teacher, Collins, was employed at the time of the alleged crimes, according to a news release from the Elk Grove Police Department.

Police said investigators determined that Collins engaged in an inappropriate and sexual relationship with the student.

Detectives obtained an arrest warrant for Collins and served a search warrant Wednesday morning at his home. Police said the detectives confirmed the teacher’s inappropriate relationship with the victim, and Collins was taken into custody.

Former students reported the allegations to Elk Grove Unified School District officials. District officials promptly notified the Elk Grove Police Department and placed 38-year-old David Collins on administrative leave.

In a letter sent Wednesday to families of Laguna Creek High students, Principal Mark Benson said Collins was arrested for allegedly engaging in inappropriate conduct with a student.

The principal said the police investigation determined that the alleged misconduct occurred at some point from 2015 through 2018. Benson told parents that the student is not currently enrolled at the high school, and Collins has not been at the Elk Grove campus this school year.

“Our school and district officials are fully cooperating with law enforcement authorities throughout their investigation and handling of this matter,” Benson said in the letter. “We want to acknowledge that this is challenging news for our school community.”

The Laguna High principal asked students or their parents to contact him directly if they need any support.
