Sacramento police arrested a man on suspicion of homicide in the death of a 21-year-old woman in the Curtis Park neighborhood, a cold case that went unsolved for more than two decades until a detective reviewed the investigation earlier this year.

Emil Morad Ogg, 48, of Sacramento faces a charge of murder in the March 1999 death of Alicia West, according to a criminal complaint filed Oct. 16 by the Sacramento County District Attorney’s Office. Ogg was initially booked on misdemeanor charges of fighting in public and vandalism Oct. 13 at the Sacramento County Main Jail. He remained in custody Wednesday afternoon at the jail and is ineligible for bail.

Officers responded to investigate West’s homicide March 28, 1999, in the 2800 block of 27th Street near Third Avenue in the Curtis Park residential neighborhood, according to a Sacramento Police Department news release.

Police said crime scene investigators and homicide detectives at the time conducted an extensive investigation, but did not have any leads in the case. The homicide case remained cold for 26 years.

A police detective assigned to reviewing the department’s cold cases reviewed the investigation into West’s homicide earlier this year. Police said the detective, with help from crime scene investigators, identified Ogg as a suspect in the homicide case.

The Police Department on Wednesday did not release any further details about West’s death or the investigation that led to Ogg’s arrest.

Ogg was arraigned Oct. 16 on the murder charge in Sacramento Superior Court. He is scheduled to return to court Thursday morning for further proceedings in his criminal case, court records show.
