Task force arrests 21 in retail theft ring targeting south Sacramento Dollar Tree

Sacramento County sheriff’s detectives broke up an organized retail theft ring that repeatedly targeted a south Sacramento Dollar Tree, resulting in 21 arrests, including four juveniles, authorities said Friday.

The arrests followed an operation Thursday led by the Sheriff’s Office property crime and organized retail theft task forces, with assistance from patrol deputies.

The adults arrested ranged in age from 24 to 49. All face theft-related charges, and several were identified by investigators as repeat offenders, sheriff’s officials said.

Six of those arrested face felony charges under Proposition 36, which allows for enhanced penalties for repeat retail theft offenses.

Sheriff’s officials said the group repeatedly targeted a Dollar Tree store on the 4400 block of Florin Road, generating 67 calls for service over a three-month period.

Officials with the discount retailer told deputies the ongoing thefts contributed to losses of about 65% at the store in 2025.

“Losses at this scale lead to stores closing, prices going up, fewer jobs and fewer services for the surrounding neighborhood,” the Sheriff’s Office said in a statement announcing the arrests. “This location employs 10 people, and continued theft puts every one of those jobs at risk.”

Investigators said the case remains active, and additional arrests or charges are possible.
