Sacramento trustee barred from schools after ‘inappropriate’ comments

A Sept. 2 letter to San Juan Unified School District Trustee Nick Bloise shows that the board member engaged in “inappropriate and excessive” personal disclosures during school site visits, including references to past romantic relationships, parenting aspirations and personal identity, which made school staff uncomfortable.

Bloise is barred from visiting school sites for a period of 90 days, a component of his formal reprimand not previously shared with the public.

For the next year, Bloise must contact the superintendent to schedule site visits at least one week in advance. The superintendent or a designee is required to accompany him and he may not make more than two site visits per month. These visits cannot exceed one hour in duration.

He was also cited for a “lack of restraint, tact, and sensitivity” in communications with district staff and conduct inconsistent with the authority of a trustee, “particularly during interactions at school sites.”

“The Board is committed to ensuring that all Trustees uphold the highest standards of professionalism, respectful engagement, and ethical leadership. As an elected official, you bear heightened responsibility to model behavior that fosters trust, transparency, and respect in all interactions with staff, students, and the broader community,” the letter reads. The document was signed by five trustees, excluding Manuel Perez, who represents Area 7.

The district received multiple complaints regarding Bloise’s behavior in late spring of this year and an external law firm was engaged to investigate the allegations of unprofessional conduct, according to district spokesperson Raj Rai.

The details of the letter are significantly more substantial than those shared in Board President Ben Avey’s announcement at Tuesday’s meeting summarizing the board’s recent actions following the completion of an independent investigation into Bloise’s conduct. His two-minute statement did not contain details about the nature of the investigation nor the fact that Bloise would be restricted from visiting SJUSD campuses.

As previously reported by The Sacramento Bee, the board unanimously voted to formally reprimand Bloise, ordering him to complete targeted professional development including one harassment prevention and respectful workplace training and a board governance, conduct and ethical leadership training, each to be completed through in-person sessions within 90 days.

If Bloise engages in problematic conduct in the following year, he is at risk of public censure by the board, removal from committee assignments or legal action against him.

The district has not revealed details about Bloise’s comments nor the school sites where his actions occurred, but his public Facebook page shows that he attended several school sites in April and May. The trustee posted pictures from events at Del Campo High, San Juan High, Kingswood K-8, Thomas Kelly Elementary, Meraki High and Encina High during this period.

Bloise has not returned multiple requests for comment.

Another investigation looms at San Juan Unified

According to records obtained by The Bee, Bloise claims a homeowner’s exemption on a home outside of his trustee area. The district has not said whether it is investigating this matter, but there is a second investigation into a trustee that is still ongoing. Both the investigation into Bloise’s conduct and the second matter were first discussed at an Aug. 12 meeting.

“I can share that if a concern were raised about a trustee’s residence, we would investigate and take appropriate action based on the findings of the investigation,” she said. “I wouldn’t be able to discuss a specific complaint or concern until an investigation was concluded.”

On his 410 Form establishing his campaign committee filed in June 2024, Bloise wrote that he lived in an apartment at 4490 Mary Lynn Lane in Carmichael. But records from the Sacramento County Assessor’s Office show that Bloise has claimed a homeowner’s tax exemption on his property at 4709 Foster Way in Carmichael in both 2024 and 2025. This home is within Trustee Area 2, in which incumbent Pam Costa successfully ran against two challengers last year.
