Emotion, tears, guitar: See what happened at city, county hearings on homeless camps

Homeless people will be prohibited from camping along the American River Parkway, as well as from blocking Sacramento sidewalks and business entrances, county and city elected boards unanimously voted on Tuesday.

The votes did not come without theater in both government chambers.

Before the Sacramento City Council and county Board of Supervisors approved separate ordinances that collectively ban encampments from many public spaces, dozens of people addressed the issue in public. The county had to take a recess at one point because of activists yelling from their seats.

Video of both hearings showed people pleading, crying, getting angry and, in one case, performing a song for elected officials.

The measures take effect in 30 days.

Applause erupted in the Sacramento City Council chambers after the vote.
