A tarot card reader and “healer” lured multiple women to his business and sexually assaulted them, Utah prosecutors say.

Jairo Cesar Vasquez Garzon, 57, has been charged with “three counts of second-degree felony forcible sexual abuse and one count of first-degree felony object rape” in connection with the sexual assaults of two women, the Salt Lake County District Attorney’s Office said in an Aug. 26 news release.

“We applaud the survivors in this case for coming forward to help ensure that the defendant can be held accountable and to help stop these alleged actions from happening to others,” District Attorney Sim Gill said in the release.

Garzon worked as a “healer” and tarot card reader with “Misioneros de la Luz,” or “Missionaries of the Light,” and practiced under the name “Rafael El Brujo Mayor,” or “Rafael The Grand Warlock,” prosecutors said.

A woman came to West Valley City police and reported she had been sexually assaulted by Garzon, prosecutors said.

The woman told police she booked appointments with Garzon after hearing “a radio advertisement for a ‘healer’ called ‘Misioneros de la Luz,’” prosecutors said.

During their first few sessions, the woman said Garzon “prayed over her but also told her ‘whatever was to happen in the room was to stay between them,’” according to prosecutors.

Then, on Jan. 10, 2024, her fourth session, the woman told police Garzon wrapped her in a blanket and “sprayed her entire body with a liquid,” prosecutors said.

The woman said she started feeling dizzy, then lost consciousness, officials said in court documents.

When she woke, the woman said her bra was off and Garzon was “hugging her” as he sexually assaulted her, officials said.

The woman pushed Garzon away, and he gave her the bra, advising her to book “another appointment so he could pray for her again,” officials said.

While police investigated the woman’s case, a detective also followed up on a separate sexual assault allegation from more than a year earlier at the same location, prosecutors said.

In this incident, a woman reported that she had booked a tarot card reading appointment with a man who went by the name “Rafael El Brujo Mayor,” later determined to be Garzon, on Aug. 9, 2022, according to prosecutors.

The woman said Garzon wrapped his arms around her, telling her, “Anything that happens in this room is to be kept in the room,” and “No one needs to know what happens in the room,” prosecutors said.

Garzon asked the woman to come back on another day to finish her reading, prosecutors said.

When the woman returned for her reading the following Tuesday, Garzon rubbed “oil on her face, her neck, then lifted her shirt,” officials said.

The woman told police she tried to stop him, but he continued to touch her and put oil on her chest, prosecutors said.

Garzon did not listen as the woman again told him to stop, pulled her pants down and touched her inappropriately, prosecutors said.

The woman said “as she was leaving, he told her to not tell anyone about what happened, and it was ‘only between him and her,’” prosecutors said.

Garzon was identified as a suspect in the alleged sexual assaults after an investigation, officials said, adding that both women identified him in a photo lineup.

Prosecutors are seeking a no-bail warrant for Garzon, who has both Mexican and Colombian passports, saying that if he is released on bail he “is likely to flee,” court documents say.

Garzon traveled to Mexico in late December and has not returned to the country, officials said.

Police detectives believe there may be additional victims and ask anyone with information to contact them at 801-840-4000.

West Valley City is about a 10-mile drive southwest from Salt Lake City.
