After Prop. 50, CA Republicans, and opponents, eye new congressional seats

After Proposition 50’s passage, five Republican-held seats in California will be up for grabs.
The nonpartisan Cook Political Report changed the outlook for 10 California House races to become more favorable for Democrats. One of those, currently represented by Rep. Kevin Kiley, shifted from likely Republican to solid Democrat.
“The passage of the new map — which is designed to protect a slew of vulnerable Democrats and will cost Republicans three to five seats in 2026 — is the most consequential development to date in the mid-decade redistricting wars due to the sheer number of seats that it impacts,” Erin Covey, the Cook Political Report’s U.S. House editor, said in a Tuesday statement.
The outcome of California’s races could determine which party wins control of the House next November, Covey said.
“The path to a Democratic House majority runs through California,” Rep. Ami Bera, D-Sacramento, said Tuesday evening, announcing that he would challenge Kiley for his seat next year.
In a Tuesday evening video message, Kiley said Prop. 50 fell short of the ideals of the democratic process, but he accepted that the “people of California have spoken.”
He criticized partisan gerrymandering by both parties across the country and vowed to keep fighting for legislation that would support independent redistricting nationwide.
Richard Pan, a former state senator who previously planned to challenge Kiley in the Third District, announced Tuesday evening that he would run in California’s Sixth District, which is currently held by Bera.
The Cook Political Report also changed the race for Rep. David Valadao’s, R-Hanford, from Republican-leaning to a tossup. There was no change for Rep. Adam Gray’s, D-Merced, seat predicted by the election analysts.
Rep. Ken Calvert, R-Corona, whose current seat will become more Democratic post-Prop. 50, described the ballot measure as an unprecedented power grab by Newsom and his allies in Sacramento.
“Gerrymandering districts because you don’t like the results of an election is politics at its absolute worst,” Calvert said in a Tuesday evening statement. “Despite the passage of Prop 50, I am determined to keep fighting for the families I represent in Congress.”
DEMOCRATS WIN ACROSS THE COUNTRY
In addition to the resounding Prop. 50 victory, Democrats won statewide elections in Virginia, New Jersey, Pennsylvania and Georgia on Tuesday.
Despite this, it’s difficult to call Tuesday’s results a wave for Democrats because there are too few data points and those are mostly from places expected to be blue anyway, said Charles Turner, a professor of political science at the California State University, Chico.
It could certainly be used as a rallying point and to build momentum for Democrats heading into 2026, he said.
“I haven’t seen anything today that I would describe as positive for the Republicans,” Turner said. “But that’s not unusual for an incumbent in an off year election.”
Early unofficial election results show that over 60% of voters supported the measure. That level of support is a massive repudiation of Republicans and especially Trump, said Christian Grose, director of the University of Southern California Schwarzenegger Institute.
“This shows that Newsom, (Nancy) Pelosi, and the Democrats were quite successful at framing this,” Grose said.
Grose added that the margin could motivate Democrats in other states to engage in similar and surprising actions to resist the Trump administration.
