Your guide to November’s election: The candidates and measures at issue for Sacramento-area voters

Welcome to The Sacramento Bee’s Voter Guide to California’s Nov. 8 general election.
We’ve reached out to dozens of the federal, statewide and local candidates on your ballot, asking them to share some basic personal background and answer a few questions about key issues. Most have responded. We also preview the seven state ballot propositions and a sampling of the 36 local measures across the four-county region that you’ll be asked to decide.
While there’s no presidential race this year, you’ll have a chance to determine who will represent you in the U.S. Senate, the governor’s office, the House of Representatives and the Legislature, as well as on several City Councils and school boards. There are also candidates for statewide office who will be responsible for everything from enforcing the laws to watching your tax dollars to making sure elections run smoothly. Among the ballot questions waiting to be answered are whether abortion rights have a place in the state constitution, flavored tobacco should be for sale and sports bets placed online.

California propositions
Proposition 1
Right to Reproductive Freedom Amendment
Added by the Legislature, this would amend the state Constitution to enshrine the right to abortion and birth control.
Proposition 26
Legalize Sports Betting on American Indian Lands Initiative
This would allow sports betting at Indian casinos and racetracks, and legalize roulette and dice games for tribal gaming.
Proposition 27
Legalize Sports Betting and Revenue for Homelessness Prevention Fund Initiative
This measure would legalize online and mobile sports betting and allow companies to partner with state gaming tribes.
Proposition 28
Art and Music K-12 Education Funding Initiative
This would mandate additional funding for arts and music education, above what is already required by the Constitution.
Proposition 29
Dialysis Clinic Requirements Initiative
This would require dialysis clinics to have a licensed medical professional, like a physician, on site during treatments.
Proposition 30
Tax on Income Above $2 Million for Zero-Emissions Vehicles and Wildfire Prevention Initiative
This measure would raise taxes on the wealthy to pay for expanded EV infrastructure, as well as wildfire prevention and response.
Proposition 31
Flavored Tobacco Products Ban Referendum
This veto referendum would uphold Senate Bill 793, a 2020 law that banned the sale of flavored tobacco, like menthol cigarettes.

They are not candidates; they appear on the ballot alone because retention votes are required under the state Constitution. Voters are simply asked whether the judge should continue to serve.

Sacramento County measures
Measure A
Transportation, Maintenance, Safety and Congestion Relief Act
The measure would raise the sales tax across the county by a half-cent to raise about $212 million a year to fund road repairs and Regional Transit initiatives, among other items, through 2063.
Measure B
Cannabis Business Tax Ordinance
Would allow and regulate pot dispensaries in unincorporated areas of the county, taxing these businesses to fund homeless services.
Measure D
Low-income housing development
Would revise rules to allow cities and the county to develop low-income housing equal to 1% of the total number of housing units.
Measure E
Elk Grove Safety/Quality of Life Measure
Would authorize a one-cent increase on sales tax in the city of Elk Grove to fund city services, including emergency and homeless services.
Measure G
Carmichael parks bonds
The measure would levy $19 per $100,000 on parcels in the Carmichael Recreation and Park District to pay for $31.9 million in bonds.
Measure J
Twin Rivers USD secondary school bonds
The measure, which requires a 55% majority to approve, would levy $23 per $100,000 on parcels in the Twin Rivers Unified School District to pay for $120 million in bonds for middle and high school building improvements.
Measure K
Twin Rivers USD primary school bonds
The measure, which requires a 55% majority to approve, would levy $37 per $100,000 on parcels within an SFID of Twin Rivers Unified School District to pay for $150 million in bonds for elementary school building improvements.
Measure L
Sacramento Children's Fund
Allows the city of Sacramento to use 40% of the city’s cannabis taxes to fund youth programs and services, including violence prevention.
Measure M
Sacramento City Charter Amendment
The measure would change the city’s charter to allow new redistricting maps to be implemented after an election instead of immediately.
Measure N
Sacramento city hotel tax spending
If approved, the measure would allow the city to spend more revenue from the transient occupancy tax (or hotel tax) on tourism promotion, including Visit Sacramento.

The measure would allow officials to clear more encampments while requiring the city to provide more shelter for the homeless.

Elverta JESD improvement bonds
The measure, which requires a 55% majority to approve, would levy $30 per $100,000 on parcels in Elverta Joint Elementary School District to pay for $4 million in bonds for school building improvements.
Measure Q
City of Galt Essential Services Measure
Would authorize a one-cent increase on sales tax in the city of Galt to raise roughly $3.6 million annually to fund city services, including emergency and park services.
Measure R
Rancho Murieta CSD special tax
The measure, which requires a two-thirds majority to approve, would levy $316 per parcel in Rancho Murieta Community Services District to raise $872,000 a year for security.

This measure would convert fees for cannabis businesses into a 6% tax on dispensaries and manufacturers.

El Dorado CSD assessment repeal
This initiative would repeal some past assessments for property owners taxed under the Carson Creek Park Landscaping and Lighting Assessment District No. 39.
Measure J
Cameron Park airport parcel tax
This measure would increase the parcel tax on homes in the Cameron Park Airport District to $900 from $300.
Measure K
Lake Tahoe USD improvement bonds
The measure, which requires 55% majority to approve, would levy $35 per $100,000 on parcels in the Lake Tahoe Unified School District to pay for $107 million in bonds for school building improvements.
Measure L
Highland Hills Village parcel tax
If passed by a two-thirds majority, this measure would raise the parcel tax within the Highlands Village Lighting Zone of Benefit in El Dorado Hills to $140 from $86.
Measure M
Lynx Tribe parcel tax
This measure, if passed by a two-thirds majority, would raise the parcel tax within the Lynx Trail Road Zone of Benefit near Pollock Pines to $450 from $300.
Measure N
Hickok Road CSD parcel tax
If passed by a two-thirds majority, this measure would raise the parcel tax within the Hickok Road Community Services District in El Dorado Hills to $400 from $200.
Measure P
Knolls Property Owners parcel tax
This measure, if passed by a two-thirds majority, would raise the parcel tax within the Knolls Property Owners Community Services District near Rescue to $600 from $300.
Measure Q
Black Oak Mine USD improvement bonds
The measure, which requires 55% majority to approve, would levy $39 per $100,000 on parcels in the Black Oak Mine Unified School District to pay for $28.9 million in bonds for school building improvements.
Measure R
County hotel tax on west slope
This measure would raise the transient occupancy tax to 12% from 10% for unincorporated west slope hotels and online rentals to pay for road repairs.
Measure S
County hotel tax on east slope
This measure would raise the transient occupancy tax to 14% from 10% for unincorporated east slope hotels and online rentals to pay for road repairs.

Measure F
Rocklin hotel tax increase
The measure would raise the city of Rocklin’s transient occupancy tax to 10% from 8% and expand the tax to campgrounds.

How to get a ballot
You’ve probably read or heard about certain other states where voting can sometimes be a challenge. California has several ways for you to get your voice heard. On Oct. 10, county elections officials will begin mailing vote-by-mail ballots to all active voters. If you mail it back, it must be postmarked no later than Election Day and received by Nov. 15. You can also take it to a secure ballot drop box, a voting location or your county voting office any time between Oct. 11 and 8 p.m. Nov. 8. You can find the nearest one here.
If you are not yet registered to vote, and you’re 18 or older on Election Day, you have until Oct. 24 to do it by mail or online. After that, you have until the polls close on Nov. 8 to conditionally register and vote at your county election office, vote center or polling place. Once officials verify your eligibility, your vote is counted.
