Man arrested with bolt cutters near CSUS bike rack

A man was arrested at California State University, Sacramento, on Friday in possession of bolt cutters near a campus bike rack.

Sacramento State police received a report about 9:15 a.m. Friday from someone who said a man was looking at bicycles at a bike rack near Humboldt Hall. Officers arrived and spoke with 27-year-old William Russell Graham.

The university police department said in a tweet that Graham had bolt cutters, which officers believed he was going to use to cut bike locks or cables.

Graham was booked into the Sacramento County jail about two hours later on suspicion of having burglary tools. He is also suspected of being in violation of his parole.
