Average number of California state workers falls during Jerry Brown’s administration

The monthly average number of state employees has fallen by more than 5 percent during Gov. Jerry Brown’s third term in office, reflecting how years of budget pressure, accelerated retirements, furloughs and hiring freezes squeezed the civil service.
