A major retail and entertainment project could break ground as soon as next year, according to Elk Grove officials.

Project Elevate, which will be located at the southeast corner of Elk Grove Boulevard and Big Horn Boulevard, is across the street from District56, the city’s community center.

The new development will feature a four-story boutique hotel with at least 100 rooms; at least 100,000 square feet of retail, restaurants and entertainment; at least 10,000 square feet of space on the second floor above retail; a village lawn; about 950 parking spaces; and potentially residential units. It is planned to host “extensive” events throughout the year.

Leasing activity is underway and project applications are expected in the coming months, said Darrell Doan, Elk Grove’s economic development director.

“We anticipate construction starting as soon as next year,” Doan said.

Mayor Bobbie Singh-Allen said that Elk Grove’s retail and dining scene is “strong” at the State of the City address last month and that progress was being made with Project Elevate.

Doan said the developer, CenterCal Acquisitions, is responsible for all development costs. That includes “obtaining necessary entitlements, permits, and constructing the project,” according to the city’s website.

The city and CenterCal Acquisitions entered a purchase and sale agreement in June 2025, where CenterCal Acquisitions agreed to purchase the property from the city for $4 million.
