For many Sacramento residents, the East Area Rapist’s spree of terror in the 1970s forever changed the character of the region. Sexual assaults in Rancho Cordova, Citrus Heights, Carmichael and other communities had people locking their doors for the first time, buying dogs and guns and banding together to form CB radio patrols. Police arrested Joseph James DeAngelo as a suspect in the crimes on Tuesday, April 24, 2018.
