DA files charges against Sacramento deputies in separate cases caught on video
Two Sacramento County sheriff’s deputies — one current and one former — are facing criminal charges in separate incidents that were captured on video several months ago, the Sacramento County District Attorney’s Office announced Friday.
Deputy Kevin Lloyd was charged with one misdemeanor count of resisting arrest in connection with a February incident in Citrus Heights. In a separate case, former Deputy Matthew Gurich faces a felony charge of unlawful assault by a public officer for a 2024 incident outside the Sacramento County Main Jail.
Lloyd, 36, was arrested Feb. 23 in the 8200 block of Mariposa Avenue following a report of suspicious circumstances. Police previously told The Sacramento Bee he was found shirtless in a backyard and initially refused to comply with officers’ commands. Video footage shows Citrus Heights officers shouting “stop,” “turn around,” and eventually “Taser” before taking him into custody.
Prosecutors had initially declined to charge Lloyd, sending the case back to police for more investigation.
On Friday, the Sacramento County District Attorney’s Office said in a statement that the resisting arrest charge came after a review of body camera footage, police reports, witness interviews and lab results. Prosecutors said tests showed no signs of drugs in Lloyd’s system, and there was insufficient evidence of impairment at the time he was driving.
Lloyd was placed on paid administrative leave following his arrest. A sheriff’s spokesperson said Friday that the department’s internal investigation was ongoing and pending the criminal case.
In October 2024, Gurich was seen on jail surveillance video shoving a 71-year-old woman out the front doors of the downtown facility minutes after she signed her release paperwork. The woman, identified as Ourania Thimmhardy, fell into a barrier and was later hospitalized for injuries that reportedly left her unable to climb stairs without assistance. Thimmhardy had been held for two days and has a documented history of mental illness, her attorney previously told The Bee.
Attorney Mark Merin said Friday that his client had filed a claim against the county, a precursor to a civil lawsuit.
Gurich was fired by the Sheriff’s Office on March 14. The District Attorney’s Office said the felony assault charge was filed after reviewing the jail surveillance video and other evidence, though authorities declined to elaborate.
He was booked and released from the Main Jail in connection with the charge on Friday.
“It is our ethical duty to follow the law and facts when we prosecute all cases,” the D.A.’s office said in a statement. “Because these are pending cases, we cannot comment any further.”
Neither case appeared in Sacramento Superior Court records on Friday afternoon, and the men’s initial court dates were not immediately available.
