Court records show the woman found dead in her rented Roseville home earlier this month feared her landlord’s increasingly volatile behavior in the final months of her life.

Roseville officers were called June 11 to the home in the 100 block of Richards Drive, where detectives later determined the woman’s death a possible homicide. Placer County authorities later identified the woman as Dominique Law, 65, of Roseville.

Roseville police on June 12 arrested Law’s landlord, Mia Pennell Fisher, 61, on suspicion of first-degree murder and booked her into Placer County Jail where she remains held without bail. Prosecutors from the Placer County District Attorney’s Office filed the murder charge the following day.

Fisher’s June 13 arraignment before Placer Superior Court Judge Suzanne Gazzaniga was postponed and she now faces arraignment and a bail review June 26, according to court records.

“The investigation is ongoing, but initial findings suggest it may have stemmed from a domestic dispute,” said Roseville Police Lt. Christopher Ciamba on Friday.

Law and Fisher initially connected through Spare Room, an online rental site, in December, court records show.

But Law, in a January restraining order request filed in Placer Superior Court, said she feared an increasingly aggressive Fisher. Law also cited a Roseville Police Department service log of calls to Fisher’s residence, including civil calls, disturbances, welfare checks and harassment dating back to 2018 that suggested a “longstanding and problematic history as a landlord.”

Law filed a civil petition against Fisher in January claiming elder abuse and requested a temporary restraining order, court records show.

“Mia’s irrational and aggressive behavior is escalating every day and I’m afraid she will brandish her weapon, threaten me with her handgun, even shoot me,” Law said in the request.

Law included text exchanges from December, days before Christmas, as she was preparing to meet Fisher and move into her spare Richards Drive bedroom.

Fisher said she was “looking for someone drama-free,” to rent the room. Law “sound(ed) like a really great person,” one text read.

“I really think we are a good match to live together,” read another.

But the living situation quickly deteriorated, Law wrote. In one January episode, Fisher “banged on shared bedroom wall and my bedroom door while yelling for about 1-hour;” then blocked her from leaving the room, relenting only when Law called 911.

Law found dog feces scattered at her bedroom door on another occasion and, later, she discovered a “strange, chunky red, and blue liquid at my bedroom door threshold that ran into my bedroom.” The latter, Law wrote, prompted her to seek a restraining order.

“It is at this point I decided that it’s best to report these seriously unsettling, unmerited events and request a (temporary restraining order) to protect myself,” Law wrote. “I’m afraid her obvious mental and emotional state with consistent unmerited words and actions puts me at serious risk of further, escalated harm, possible death.”

After an initial show-cause hearing in April, the two were set to return for a July 16 hearing on the petition.

On May 22, weeks before Law’s death, Fisher filed a complaint against Law in Placer small claims court. That hearing was scheduled for Aug. 18, court records showed.
