The Sacramento County Sheriff’s Department is asking the public’s help in locating possible key witnesses and a vehicle sought in connection with the shooting death of a man in a south Sacramento County park in October.
The homicide occurred at Rutter Park near the intersection of Palmer House and Scottsdale drives just after midnight Oct. 30.
Witnesses reported that two African American teenage girls were walking on Palmer House Drive when they were approached by two African American men in a dark-colored vehicle. Witnesses said the men in the vehicle stopped and spoke with the girls as though they knew them, according to a Sheriff’s Department news release. One of the men then shot at two other men who were sitting in the park, killing one of them, sheriff’s officials said.
The Sacramento County Coroner’s Office identified the shooting victim as Ramiro N. Spicer, 20, of Sacramento.

Investigators want to speak with the two girls who were near the park at the time of the shooting, saying they believe they are important witnesses.
A vehicle was captured by traffic cameras driving in the area immediately after the shooting. It was described as a 2010 or newer black, four-door sedan, similar to a Toyota Camry, Nissan Altima or Chevrolet with a chrome strip down the side. The two African American men were described as 17 to 18 years old and 5 feet, 9 inches to 5 feet, 10 inches tall.
