See the documents: Police reports outline identity theft investigation of Richard Louis Brown

Richard Louis Brown, the suspended president of California’s largest state employee union, was investigated for identity theft in 2008, after he graduated from Arizona State University, police records show.

Police determined Brown was using the name and Social Security number of a minor, but since they couldn’t reach the child’s parents or identify any damages, they didn’t file charges, according to two ASU Police Department reports.
