The driver sustained life-threatening injuries, while the front passenger sustained non-life-threatening injuries, according to the release.
About 4 a.m., an officer noticed what he believed was reckless driving on the eastern end of Brown Road, police said. After the officer activated his emergency lights, the Hyundai, which was later identified as stolen, continued driving, police said.
The Hyundai let its rear passenger out of the car, who ran away from the scene, before escalating the pursuit by taking off at a high speed westbound on Brown Road, Jimenez said.

The driver, a 14-year-old, was taken to a hospital after the crash, the release said. Police said the juvenile will be charged with vehicle theft, two counts of vehicular manslaughter and felony evasion.
The 13-year-old passenger was released to his parents, police said. The identity of the rear passenger remains unknown. Jimenez said Monday morning that police were not actively searching for the individual immediately after the incident.
After the crash, Elk Grove Florin Road was closed in both directions between Calvine Road and Heritage Hill Drive, according to a social media post from the Elk Grove Police Department.
The road remained closed for about five hours before reopening at about 11 a.m.
