Roseville police officers will receive 6.75% raises next year — the highest annual raises in at least the last four years.

The raises, which the Roseville City Council unanimously approved Wednesday evening, are based on a study of officer pay in comparable cities, called a “labor market adjustment.”

“The labor market adjustment is intended to adjust base compensation to match the 55th percentile of the relevant labor market in total compensation to help recruit and retain exceptional officers for the community,” said Erin Dunlay, a Roseville spokesperson.

The agenda item also includes raises of 2.5% in 2027 and in 2029, Dunlay said. In 2028, officers will receive an undetermined amount, depending on a new study of comparable cities.

The raises will apply to all employees covered by the Roseville Police Officers’ Association — the union that covers 129 officers and 17 sergeants, Dunlay said. It’s part of the union’s new four-year contract that goes into effect next month.

What the salaries would be

Officers will earn between $98,605 and $125,737 a year, and sergeants will earn between $128,013 and $152,854 a year, Dunlay said.

Those amounts do not take into consideration other compensation. For example in 2023, Officer Kyle Mallatt earned $302,890 in total pay, including $150,651 in overtime pay, according to Transparent California.

Roseville does not have any vacant officer positions, Dunlay said.

The effect of the new raises on the city budget over the four years will be over $10.8 million, the city staff report said.

In the previous contract, which expires Dec. 31, officers received raises of 3% in 2022, 4.8% in 2023, 2.5% in 2024, and 5.9% in 2025, Dunlay said.

Raises higher than Sacramento

Sacramento police officers will also receive raises starting next month. Their 5% raises will go into effect Jan. 25, said Jennifer Singer, a city spokesperson.

However in Sacramento, which is much larger than Roseville, the union and the city reached an impasse during negotiations, and it went to arbitration. The arbitrator determined the 5% raises, which the City Council adopted in October.

Unlike Roseville, Sacramento is facing a budget deficit — potentially $90 million by 2030.

The Sacramento police raises will cost about $7 million in the current fiscal year, the city staff report said.

Unlike Roseville, Sacramento does have vacant officer positions.

Officer salaries range from $89,382 to $119,781 a year, according to a police website.

The city routinely pays over $15 million in overtime to officers each year.

The Sacramento Police Officers Association contract expires in April, so the issue will come back up again soon.
