West Sacramento issues building permits for riverfront apartment, hotel project
The city of West Sacramento issued building permits last month for a new riverfront hotel and apartment complex northwest of the Tower Bridge, according to city records.
The development will include two seven-story buildings with 55 for-sale apartments and 199 hotel rooms. Also planned is a separate 95-unit rental apartment complex located behind the hotel and condo project, which the West Sacramento City Council approved in September 2023.
Sacramento-based Fulcrum Property is developing the project, which will include a shared pool and an underground parking garage. The development is part of a broader effort to transform the West Sacramento waterfront into a mixed-use entertainment destination. Fulcrum Property’s president, Randy Koss, described the River One development as “the first urban resort in the region.”
Fulcrum Property is also developing an apartment, retail and office space complex at 995 Riverfront St., scheduled to complete construction this year.
The City Council first approved the River One project in December 2019. The site, at 100 and 110 Cabaldon Parkway, was formerly known as Tower Bridge Gateway. Construction was originally expected to begin in 2020, but the project faced years of delays tied to the COVID-19 pandemic and rising interest rates.
The building permit for the project was issued Dec. 17, city records show.
River One is one of several major residential developments underway or proposed in West Sacramento’s Bridge District.
The city has also permitted Fulcrum Property to build a 260-unit apartment and condo complex at the corner of Riverfront Street and Mill Street. Another developer, Fairfield Residential, is looking to build an 8-story, 165-unit complex at 50 Waterfront Place.
The Bridge District’s appeal stems from its proximity to downtown Sacramento and the availability of large parcels of developable land. When fully built out, the area is expected to include more than 5,000 housing units, including market-rate rentals and subsidized housing.
The transformation of the West Sacramento riverfront from a collection of warehouses and factories to a modern, mixed-use neighborhood with hundreds of apartments and townhomes has been years in the making. The city adopted the Triangle Specific Plan in 1993 to guide development in the area bounded by Cabaldon Parkway, Highway 50 and the Sacramento River. While the plan has been revised over time, its goal has remained consistent: encourage housing, retail and commercial development while better connecting West Sacramento to downtown Sacramento.
The effort was championed by former mayor and now state Sen. Christopher Cabaldon, D-West Sacramento, for whom the stretch of road connecting Highway 50 to the Tower Bridge was renamed in 2024, in recognition of his years of service to the city.
Improvements to the Bridge District include a light rail connection from Amtrak’s Sacramento Valley Station to the Sutter Health Ballpark in West Sacramento, primarily funded by federal grants. The plan involves building three new light rail stations, two in downtown Sacramento and one at Sutter Health Park. The plan is in the public comment phase until Feb. 12.
