A former Sacramento County youth counselor arrested eight years ago in the Bay Area on suspicion of having 600 images of child porn was sentenced Tuesday to 27 years in prison for finding teenagers on an online chat website and filming himself having sex with one girl multiple times, federal prosecutors said.

Sam Moss Kerfoot, 28, was sentenced to 27 years in prison for sexually exploiting a minor, according to a news release from the U.S Attorney’s Office for the Eastern District of California.

Kerfoot met teens on a website called Omegle in the Sacramento area, the release said. He picked up one victim from school multiple times in April 2022 and took videos of the sexual exploitation, the release said.

Omegle, a now-defunct website, randomly connected strangers on the internet using video chat. The conversations could last as long or as short as the users chose.

Law enforcement found 73 videos of child pornography and learned Kerfoot had also used Snapchat to send and receive child porn, prosecutors said.

Kerfoot had a previous conviction for charges related to sexually abusing a minor.

He was arrested in 2016 for possessing child porn in San Francisco as a nursing student at the University of San Francisco, according to The Sacramento Bee’s previous reporting.

In the summers prior to 2016, Kerfoot came to Sacramento to work as a counselor for one week at the San Juan Unified School District’s Camp Winthers, a camp near Cascade Lake in the Sierra providing weeklong programs for youths. He served as a camp leader for Mission Oaks Recreation and Park District in Carmichael before the 2016 arrest.

A district administrator at Mission Oaks said previously that Kerfoot worked there until his 18th birthday and that camp counselors are generally never alone with the children.
