The Sacramento Police Department said officers responded to reports of the shooting and found Estrada with at least one gunshot wound. Medics from the Sacramento Fire Department arrived and pronounced Estrada dead at the scene.
Homicide detectives served search warrants at nearby encampments and found evidence, including a loaded handgun, and identified Howe as the shooting suspect, police said. Howe was found and booked the following day at the Sacramento County Main Jail.
On Monday afternoon, Howe remained in custody at the Rio Cosumnes Correctional Center near Elk Grove as he awaited transfer to a state prison.
