Detectives have arrested a former Citrus Heights police officer and his girlfriend on suspicion of homicide in the death of a 7-year-old girl found with injuries Monday morning at the couple’s Roseville home.

Retuquel Dupree, 27, and Jessica Savangsy, 26, were booked about 5:15 p.m. Monday at the Placer County Jail. Along with the homicide charge, Dupree and Savangsy each face a charge of child abuse causing great bodily injury or death and criminal conspiracy, jail records show.

Dupree and Savangsy remained in custody Tuesday. They were being held without bail. Jail records show they are both scheduled to appear for their arraignment hearing Wednesday afternoon in Placer Superior Court.

Dupree and Savangsy were in a dating relationship and lived at the home in the 200 block of Oahu Court where the 7-year-old girl was found unresponsive and injured, according to the Roseville Police Department.

In a Monday evening update, police officials said that detectives have since determined the child’s suspicious death was “in fact homicide and child abuse.”

About 7:30 a.m. Monday, officers were called to the home in the Fiddyment Farm neighborhood off North Harden Parkway and Holt Parkway.

Medics initially were called to the home where an adult resident reported the 7-year-old girl was unresponsive. Officers arrived and found the girl inside the home, and it appeared she had injuries, said Sgt. Nick Gaines, a Roseville police spokesperson.

Gaines said the girl was taken to a hospital, where later she was pronounced dead. The Placer County Coroner’s Office will release her name after her family has been notified.

Officers searched the home and found a 5-year-old girl in a bedroom who also had injuries. Gaines said the 5-year-old was taken to a hospital for treatment. He said the girl, as of Monday night, was listed in stable condition.

Two other children were asleep inside the house and were not injured. On Tuesday morning, Gaines said the two other children found in the house were placed in the care of Child Protective Services.

Gaines later said that Savangsy was the mother of both girls found with injuries at the Roseville home. The Police Department did not release any further details about the child’s death or the homicide investigation.

“There are many questions I know everyone has regarding this case,” Gaines said earlier Monday in a written statement. “It’s important to remember the investigative process will enable us to provide more detail at a later time. Also, please understand there are investigative processes that require some information not be released to maintain the integrity of the investigation.”

Dupree alleged in a lawsuit that he was wrongfully fired from his job as a Citrus Heights police officer, Fox40 reported in March 2023. In the lawsuit against the Citrus Heights Police Department, Dupree said the mother of his two daughters filed a false police report in July 2021 that claimed he pushed her.

The following day, two months after starting his job as a police officer, Dupree told Fox40 that he was placed on administrative leave and became the focus of a department internal affairs investigation before his dismissal.

In 2024, Dupree worked as a community safety officer for Sierra College in Rocklin where he had a base salary of $34,330, and his total of pay and benefits that year was $59,644, according to compensation records provided by the state to Transparent California.

A Sierra College spokesperson on Monday night confirmed Dupree worked on campus as a community safety officer from April 10, 2024, through Oct. 7, when he was placed on administrative leave. The spokesperson told The Sacramento Bee that college officials could not disclose any further details about Dupree’s administrative leave because it was a personnel matter.
